
An internationally recognized expert in foreign affairs law, Joseph L. Brand is a partner in the law firm Patton Boggs and a consultant to several foreign governments. Among his accomplishments, he led negotiations on an electricity project in Iraq on behalf of private investors, advised a European government on debt restructuring, and counseled an African government on its relations with the International Monetary Fund. He advised a U.S. university on establishing a campus in an Asian country and conducted a human rights audit of a multinational’s foreign operations.
Mr. Brand taught a course in comparative law at George Washington University Law School for more than 10 years. He has also chaired a nongovernmental organization that litigates in U.S. courts on behalf of foreign victims of torture.
He earned his undergraduate degree from the University of Michigan in 1958, his M.A. from Ohio State University in 1959 and his J.D., with honors, from George Washington University in 1963. He is an emeritus trustee of George Washington University and a member of the board of trustees of the American University of Sharjah in the United Arab Emirates. He was a director of Human Rights First, formerly the Lawyers Committee for Human Rights.
